Quick Answer: Which Grade Should I Chase?
Unique — but you arrive there in order. Common starter gear (item levels 1-20) carries you through the tutorial zones, Rare (13-35) covers the mid-leveling stretch, Epic (25-45) is the pre-cap workhorse, and Unique (36-102) is the only grade that reaches the Conquest ladder's upper tiers.

Reading an Item Level
A Unique item's fixed item level tells you where it sits on the ladder before you enhance anything: 36-46 pieces come from the early endgame pool, 51-65 from the mid ladder, and 70-102 (True Dragon Lord tiers and beyond) from the late-ladder sources. The aggregate Conquest gates — 700, 1,400, 2,100, 2,800, 3,000 — are checked against your equipped total, so a mix of item levels plus enhancement is how you climb.
